Twilio Phone Numbers for Cold Calling: Setup Guide

Choosing, buying and registering Twilio numbers for outbound calls, and keeping them off spam lists.

Updated · By

Key takeaways

  • A US local number costs $1.15 a month on Twilio, billed whether it makes calls or not.
  • A CNAM caller ID name registered in Twilio can be up to 15 characters.
  • Twilio’s Voice Integrity submits registered numbers to TNS for Verizon, First Orion for T-Mobile and Hiya for AT&T.
  • Rapidialer syncs up to 200 voice numbers from a connected Twilio account and points each one’s voice webhook at Rapidialer.

The best Twilio phone numbers for cold calling are local numbers in the area codes you call most, registered to a Twilio Business Profile in Trust Hub so your calls get full STIR/SHAKEN attestation, with a caller ID name (CNAM) and a person to answer callbacks. A US local number costs $1.15 a month on Twilio (Twilio US voice pricing), so the numbers themselves are cheap; what takes care is keeping them trusted.

Local or toll-free?

Use local numbers for cold calling, and keep toll-free numbers for inbound support.

Local numbers look like a person or a nearby business, which is what people expect from a sales call, and they let you show a caller ID from the area you are calling.

Toll-free numbers (800, 888 and so on) suit support lines that customers call in on. For outbound calls they read as corporate, and they cannot give you local presence.

If you also text from your numbers, that is a separate registration: A2P 10DLC covers business texting from local numbers, and toll-free texting needs its own verification. Voice-only numbers need neither.

How many numbers do you need?

There is no official answer, and there is no published per-number call limit. A practical starting point:

  • One local number per rep as their main line, so callbacks reach the right person.
  • A few local presence numbers in your most-called area codes if you use local presence. Start with the five or ten area codes that cover most of your list, not every area code in the country.
  • Room to grow, not a pool to rotate. Buying hundreds of numbers to rotate through, so that no single number collects complaints, multiplies what you must register and answer, and it does not fix the calling pattern that caused the labels.

Every number you add is one more line to register in Trust Hub, keep healthy and answer when people call back. Fewer, well-kept numbers beat many neglected ones.

How do you buy numbers in Twilio?

You buy numbers in the Twilio Console under Phone Numbers, after upgrading from a trial account. The steps:

  1. Upgrade the account. A trial account can only call numbers you have verified, so upgrade before you call leads (Twilio trial limits).
  2. Search by area code. In the Twilio Console, go to Phone Numbers, then Buy a number, filter by country and area code, and make sure the number is voice-capable.
  3. Or port your existing number. If people already know your business number, port it into Twilio rather than replacing it.
  4. Keep a record of what each number is for: which rep, which area code, which campaign. It makes spam checks and clean-ups much easier later.

Register your numbers in Trust Hub

Twilio’s Trust Hub is where you tell carriers who is calling. Three registrations matter for outbound voice:

  • Business Profile and SHAKEN/STIR. Create a Business Profile, then a SHAKEN/STIR Trust Product, and assign your numbers to it. Twilio gives full A-level attestation to calls from registered numbers (Twilio SHAKEN/STIR docs). Read what is STIR/SHAKEN for what the levels mean.
  • CNAM. Register a caller ID name of up to 15 characters for your US local numbers, so landlines and supporting carriers show your business name (Twilio CNAM docs). See what is CNAM.
  • Voice Integrity. Twilio submits your registered numbers to the analytics providers behind the big US mobile carriers (TNS for Verizon, First Orion for T-Mobile and Hiya for AT&T), which can review how they label them (Twilio Voice Integrity docs).

You can also register numbers for free with all three analytics providers at once through the Free Caller Registry. Register new numbers before you start calling from them, not after a label appears.

Keep numbers healthy

Registration proves who you are; behavior decides how your numbers are labeled. Analytics engines look at how a number is used, so:

  • Call people who expect to hear from you, or at least people who fit a clear profile, and keep good records of consent where it is required.
  • Avoid floods of very short calls. Hanging up on every voicemail greeting within a few seconds looks like robocalling, and on Twilio it can also trigger a surcharge on calls of six seconds or less (Twilio terms).
  • Ramp new numbers gradually instead of dialing hundreds of times from a number on its first day.
  • Honor do-not-call requests immediately and stop dialing people who say no.
  • Answer callbacks. A number that never answers when people call back is a number people report.
  • Check your labels. Call a few phones on different carriers from each number every so often to see what they show, and register your numbers with the Free Caller Registry.

If a number does get labeled, follow the steps in why Twilio calls show as Spam Likely.

Caller ID rules to respect

Show only numbers you own or are authorized to use. Displaying someone else’s number with intent to defraud, cause harm or wrongfully obtain something of value is illegal spoofing (FCC on spoofing). For telemarketing, the number you show must also let people call back and ask not to be called, during regular business hours. Both rules point the same way: every outbound number should belong to you and ring somewhere a person can answer.

How do your Twilio numbers work in Rapidialer?

Rapidialer uses the numbers already in your Twilio account; it does not sell or buy numbers. Rapidialer syncs the voice numbers in your Twilio account, whether you bought them in Twilio or ported them in. Each rep can have a default line, and local presence picks one of your numbers with the lead’s exact area code, falling back to the rep’s line when there is no match. Callbacks to a synced number ring the teammate it is routed to on any open Rapidialer page, then the rest of the team, plus a forwarding mobile if an owner or admin has set one for them (inbound calls).

One thing to plan for: syncing imports the voice numbers in the connected Twilio account, up to 200, and repoints each one’s voice webhook to Rapidialer, so numbers that run an IVR or another call flow should live in a separate Twilio subaccount. The bring-your-own-Twilio guide covers the connection itself. Once connected, an owner or admin sets up the numbers in four steps:

  1. Open Telephony in Settings and press Import from provider to sync your Twilio numbers.
  2. Press Set default on the number that should cover any call with no better match.
  3. On the Team page, use Change outbound line to give each rep their own main line.
  4. To match area codes, open Dialing in Settings, go to the Caller ID & hours tab and switch on Local presence.

Before you buy more numbers, check the cost: a three-rep team with a line each and five local presence numbers holds eight numbers at $1.15, or $9.20 a month.

Questions and answers

Do I need A2P 10DLC registration to make calls?

No. A2P 10DLC is the US registration system for business text messages sent from local numbers, so a Twilio number used only for voice calls does not need it. For calling, register the number in Trust Hub instead: a Business Profile, a SHAKEN/STIR Trust Product and Voice Integrity cover outbound voice.

Can I use my existing business number as the caller ID?

Yes, if you port it into Twilio, or verify it as a caller ID in your Twilio account. Twilio says calls from a verified caller ID get B-level STIR/SHAKEN attestation, while numbers you hold in Twilio and register in Trust Hub can get A-level. Rapidialer cannot use Twilio Verified Caller IDs, so to call from that number in Rapidialer, port it.

How many calls a day can one number make?

There is no published limit. Carrier analytics look at patterns, such as many short or unanswered calls in a short time, so spread volume across a few numbers per rep and keep it steady rather than setting a fixed quota.

How much do Twilio phone numbers cost for a sales team?

Twilio charges $1.15 a month for each US local number. A three-rep team with one main line per rep and five local presence numbers in its busiest area codes holds eight numbers, so it pays $9.20 a month for numbers before any calling minutes. Toll-free numbers are priced differently on Twilio’s pricing page.

Should I rotate Twilio numbers to avoid spam labels?

Rotating Twilio numbers does not fix a spam label, because a new number making the same calls collects the same score, and swapping numbers often is a pattern analytics providers watch for. Keep a small set of registered numbers, fix the calling pattern, and retire a number only when it stays labeled after weeks of better calling.

Should I register Voice Integrity before I start dialing?

Yes. Twilio Voice Integrity submits your registered numbers to TNS, First Orion and Hiya, the analytics providers for Verizon, T-Mobile and AT&T, so register before a number’s first cold call rather than after it is labeled. It needs an approved Trust Hub Business Profile first. Registration does not guarantee clean labels; calling patterns still count.

How long should I rest a number that shows Spam Likely?

No carrier or analytics provider publishes a fixed rest period for a labeled number, so treat any figure you read as a vendor’s rule of thumb. Stop cold calling from the number, register it through Voice Integrity and the Free Caller Registry, and check the label on each carrier again every week or two before putting it back into rotation.

How many Twilio numbers can Rapidialer use?

Rapidialer imports up to 200 voice numbers from a connected Twilio account when an owner or admin presses Import from provider in Telephony settings. Syncing points each number’s voice webhook at Rapidialer, so numbers that run an IVR or another call flow belong in a separate Twilio subaccount that you do not connect.
